Guidlines for Public Comment atTown of Carl Town Council Meeting:
All persons are invited to speak during Public Comments; provided however that residents of Carl and Business Owners in the Town Limits of Carl may be afforded an opportunity to speak before non-residents in instances where there are many speakers signed up and the time allotted for public comments does afford everyone and opportunity for all to speak. All speakers shall be required to sign up with Town of Carl staff in advance. A sign up sheet will be availableup until the meeting begins. The speaker’s full name and address will be provided to Town of Carl staff.
Public comment shall be limited to a maximum of three (3) minutes per person. In order to ensure that the public business of the meeting can be timely considered, the overall time for public comment shall be limited to 20 minutes. (Public comment is separate and distinct from testimony allowed during zoning hearings.)
All remarks shall be addressed to the Council as a whole and not to any single member.
Speakers must conduct themselves in an orderly manner and may not engage in actual disruption, including refusing to yield the floor after time expires, shouting over others, threatening violence, blocking the meeting, or otherwise substantially impeding the orderly conduct of the meeting. The Town will not restrict comments based on agreement or disagreement with the speaker’s viewpoint.If a resident or business owner wishes to address the Council, but cannot attend the meeting, they can submit a written statement that will be read to the council by Town staff.
Public comments requiring a response shall be addressed by Town Council or a staff member at a later date.
